Singapore workforce budgeting for 2027: what to recalculate before the EP and S Pass thresholds change

The answer first: do not add only S$400 or S$300 to the advertised salary

From 1 January 2027, the minimum Employment Pass salary for new applications rises from S$5,600 to S$6,000 outside financial services and from S$6,200 to S$6,600 in financial services. The S Pass floor rises from S$3,300 to S$3,600 outside financial services and from S$3,800 to S$4,000 in financial services. The actual floor still rises with age, and EP applicants must also pass COMPASS. Employers therefore need to recalculate by age, sector, COMPASS position, S Pass quota and levy—not change one number in a job advertisement. The new renewal thresholds apply to passes expiring from 1 January 2028.

Why this belongs in fourth-quarter planning

MOM's Labour Market Report released on 21 September 2026 shows employment expanding for a nineteenth consecutive quarter. There were still 1.48 vacancies per unemployed person in June, yet vacancies eased from 73,300 in March to 68,600 in June. Retrenchments rose from 3,830 in the first quarter to 4,620 in the second. The share of firms planning to hire in the next three months recovered from 43.9% in June to 48.7% in July. This is neither a simple shortage nor a broad freeze: employers are becoming more selective about which roles justify budget.

An EP budget must clear two gates

  • Gate one is the age- and sector-specific qualifying salary. Outside financial services, the 2027 floor starts at S$6,000 for age 23 or below and reaches S$11,500 at age 45 or above; in financial services it runs from S$6,600 to S$12,700.
  • Gate two is COMPASS, which generally requires 40 points. Salary is one criterion; qualifications, company nationality diversity, local PMET share and applicable bonus criteria also matter.
  • Align the job advertisement, fixed-monthly-salary composition and application timing. Run MOM's Self-Assessment Tool before an offer is final rather than discovering ineligibility after acceptance.

S Pass planning includes quota, levy and age—not salary alone

  • Outside financial services, the new floor starts at S$3,600 for age 23 or below and rises to S$5,100 at age 45 or above. In financial services it runs from S$4,000 to S$5,650.
  • S Pass hiring remains subject to sector quota and levy. Budget fixed salary, employer costs, levy, insurance and recruitment lead time together.
  • Do not artificially downgrade a professional, managerial or executive role to pursue a lower threshold. Select the pass route from the genuine duties and seniority.

Two other 2027 workforce measures belong in the same review

MOM has announced a new ONE Pass (AI and Tech) track for January 2027, replacing Tech.Pass to recognise leaders and innovators in critical and emerging areas such as AI and quantum computing. Employers can also examine the Workforce Development Grant (Job Redesign+); official information states support of up to 70% of project cost, capped at S$150,000 per company, subject to eligibility and approval. Neither replaces normal EP or S Pass planning, but both can affect senior-talent and job-redesign decisions.

A four-week HR, business and finance checklist

  • Week 1: list first-quarter 2027 roles and assumed pass routes; calculate age-band floors.
  • Week 2: pre-run COMPASS and SAT for EP roles and check the FCF advertising timeline; check quota and levy for S Pass roles.
  • Week 3: put fixed salary, variable pay, employer cost, pass cost and hiring lead time in one budget instead of comparing minimum salary alone.
  • Week 4: classify roles as local-hiring priority, regional-talent feasible, or requiring job redesign; decide between development, recruitment and specialist project support.

Data scope and limitations

This is general employer workforce-planning information based on Singapore Ministry of Manpower material publicly available on 10 October 2026. It is not immigration, legal, tax or pass-approval advice. Thresholds and eligibility can change, while COMPASS, quota, levy and case documents affect individual outcomes. The labour figures are economy-wide second-quarter data and do not represent every technology, engineering or sector niche. Verify every application against the latest MOM pages and Self-Assessment Tool.
