Engineering recruitment or project delivery: choosing the right Asia operating model

Answer first: decide whether you need people or an owned outcome

If your managers will allocate and direct individual work, recruitment is the cleaner route. If an external team will own scope, method, quality, schedule and deliverables, use a genuine project model. In Singapore we provide recruitment, IT and engineering projects, HR consulting and service outsourcing—not a Singapore labour-dispatch service.

Three useful models

  • Permanent recruitment for capability and knowledge that should remain in-house
  • Project delivery where the supplier manages the team and is accountable for outputs
  • Blended onsite–offshore delivery where the local interface and regional specialists have explicit responsibilities

Selection scorecard

  • Requirements change often and the client has a strong PM: recruit the capability
  • Outputs and acceptance criteria are clear: use project delivery
  • Several specialist skills are needed quickly: use a project or blended team
  • Knowledge must remain after the assignment: include permanent hiring and handover
  • Regional scale matters: define what Singapore, Shanghai and each site owns

Fix before mobilisation

Agree scope, exclusions, deliverables, acceptance criteria, RACI, meeting cadence, change control, information security, escalation and handover. A low monthly rate does not compensate for unclear ownership.
