Hiring an HRBP for Asia expansion: role, assessment and the first 90 days

Answer first: an HRBP connects the business plan to workforce decisions

An expansion HRBP is neither only a recruiter nor only an administrator. The role converts growth plans into workforce priorities, organisation design, manager support and risk controls. A Singapore–Shanghai remit must establish common decisions while respecting employment practice, talent supply and culture in each Southeast Asian and Greater China market.

Split the role into four accountabilities

  • Workforce: headcount, skills, hiring sequence and succession
  • Organisation: roles, decisions, performance and manager capability
  • Operations: recruitment, onboarding and coordination of payroll, benefits and policies
  • Culture and risk: employee relations, transformation, compliance and cross-border communication

Evidence to test in interview

Go beyond 'partnered with leadership'. Ask which business numbers drove the workforce plan, where the candidate challenged a leader, how agreement was reached and what changed. Assess language separately from the ability to convert ambiguity into a decision, owner and timeline.

A 30/60/90-day outcome plan

  • 30 days: map goals, organisation, critical talent, practices and open risks
  • 60 days: agree hiring priorities, manager issues, KPIs and accountable owners
  • 90 days: launch the hiring, retention and organisation roadmap with management reviews

Common failure modes

  • Making one person own recruitment, payroll, legal work and organisation development without support
  • Measuring policy roll-outs instead of business outcomes
  • Standardising regionally before checking local employment requirements
  • Giving a senior title without decision rights or budget
