How to build an engineering team across Southeast Asia and Greater China

Answer first: design around deliverables and site contact, not country labels

A strong engineering plan separates roles that must stay close to customers, factories or test equipment; design, analysis and software work that can be shared regionally; and scope that a delivery team can own as an outcome. What to define in the first ten business days

Create one brief covering product, development phase, standards, tools, deliverables, language, travel or onsite expectations, decision owner and interview stages. For multi-discipline work, define interface ownership and change control early. This reduces assessment errors and delivery rework.

Choose the operating model deliberately

  • Permanent recruitment or executive search for core capability that should remain in-house
  • Project delivery when the supplier owns scope, output, team management, quality and schedule
  • A blended onsite and offshore team when customer contact must stay local but specialist work can be regional
  • Talent mapping and compensation research before committing when the market or team shape is uncertain

Assess technical depth and execution separately

Ask for evidence of design decisions, failure analysis, quality recovery, customer or supplier coordination and prioritisation under change. Tool-name matching is not enough. Review what the person actually owned and how decisions reached production.
